Firefighters were first called to the scene at around 7.15pm after a blaze erupted at a derelict building in Radcliffe.
A large plume of smoke was seen rising from the fire. People were asked by firefighters to avoid the area and those living nearby were urged to keep doors and windows shut due to the smoke.
Dozens of firefighters have been sent to the scene. Eight fire engines and three specialist appliances from across Greater Manchester have been deployed.
Police and paramedics have also been sent to the incident. A cordon is in place, with witnesses reporting it has been extended.
